When most people "roll their eyes", they flick their eyes directly upward, usually as far as they comfortably go, then resume looking normally.
When someone who learned the phrase before the behavior does it, they usually go in a circular (ish) motion. Since most eye movements are lines, it's usually pretty triangular: the key points are usually a diagonal up one way, then to the far other side, then to a diagonal low the first way. Thus, the eyes basically make a loop, so they "rolled".
I've found that when people who learned the up-down way first try the circular motion, they might risk motion sickness, so experiment carefully.

Hello! I'm going to teach you how to get whatever cursor you want.
First, figure out what you want as a cursor. I'm going to be changing mine to a Skyrim mouse.
So first you get a picture of whatever you want, as clean as possible:
ALTOpen your favorite art program and clean it up, then save as a png:
ALTThen go here and convert it to a .cur file. Make sure there's no gap between the corner of the arrow and the corner of the png.
Next you go to Control Panel:
ALTSelect Mouse from the list:
ALTThen go to the Pointers tab and pick whichever mouse cursor you want to replace.
ALTClick "Browse..." and find the .cur file you made earlier:
ALTAnd voila! I now have a Skyrim cursor.
You may have to tinker with the size a bit to get the point to be accurate. If that happens, just resize your png and convert to .cur again.

So, animated cursors are a little trickier because there isn't a reliable .cur to .ani (animated cursor) converter. You'll need to download an old program to get what you want.
But it IS possible! And just as customizable.
Part 1
Let's say I want my mouse to be Furret. First I need a gif with a transparent background.

This gif is definitely WAY too big to become a proper mouse. So we need to shrink it down. Upload or paste the link in here, then figure out what size you want.
ALTWhen you're ready to test it, go ahead and click "Resize Image!"
ALTYou'll want to pay attention to that file size there. At MAX, you never want to go over 60KiB.
ALTSo we have our tiny Furret. What now?

Fun fact: Harley was originally a one-off character/pseudo-walk on role that Paul Dini made for his friend Arleen Sorkin (Harley’s original VA). Harley is loosely based on Arleen, including her being Jewish. So this isn’t something that was added later by another writer, but rather an aspect of her that was part of her character since day one.
Not that it would make her any less Jewish if it was added later, of course, but I think it’s important to know how it was always part of her character, especially since a lot of folks don’t seem to realize she’s Jewish at all, let alone that she was from inception.
